Mr. Ganden T. Lachungpa, Non - Executive Chairman and Nominee Director of Govt. of Sikkim

Mr. Ganden T. Lachungpa is a Bachelor of Engineering of 1985 batch and having an experience of over 30 years. He worked in various departments of Govt. of Sikkim and retired in December, 2018. Currently, he is Sr. Vice President of Sikkim Krantikari Morcha (SKM) and member of Center Executive Committee.

Mr. Arvind Kumar, Executive Chairman and Nominee Director of Govt. of Sikkim

Mr. Arvind Kumar is a former Indian Forest Service (IFS) officer of 1985 batch of Sikkim State cadre. He holds a Masters Degree in Physics from Lucknow University, Lucknow. Shri Kumar has more than 30 years of experience at varied levels of regulatory framework and policy making in Sikkim State Government and Union Government of India. Besides holding various positions in the Forestry & Environment sector both at the state and central levels, he has worked as Deputy Secretary, 5th Central Pay Commission; Deputy Secretary, Department of Expenditure, Ministry of Finance; Private Secretary to Union Cabinet Minister of Shipping, Road Transport and Highways in the Union Government of India and Secretary, Land Revenue and Disaster Management Department; Principal Secretary-cum-PCCF, Forest Environment and Wildlife Management Department; Principal Resident Commissioner of Sikkim at Delhi; Principal Secretary, Commerce and Industries Department in the Sikkim State Government. Shri Arvind Kumar joined Teesta Urja Limited on 18.10.2013 as Executive Vice-Chairman / Nominee Director of Government of Sikkim and subsequently re-designated as Executive Co-Chairman on 08.09.2015. He is currently posted as Executive Chairman of Teesta Urja Limited from 26.02.2018, a Government of Sikkim Enterprise.

Mr. D P Bhargava, Managing Director & Nominee Director of Govt. of Sikkim

Mr. D. P. Bhargava is an Engineering Professional with 42 years of experience in the field of hydropower. He was involved in design, DPRs preparation, construction, testing & commissioning, and operation & maintenance of large hydropower plants in India & Bhutan. After graduating (B.E. Electrical with Honors from University of Roorkee) in 1978, he joined NHPC and rose to the position of Director (Technical) NHPC in March 2009. He superannuated from NHPC in March 2016 after serving there for 38 years. Thereafter, he associated with NEEPCO (a CPSU) as expert consultant for the three under construction projects. Since September 2016 he is associated with Teesta Urja Limited (TUL) and worked as Chief Consultant (O&M) and involved in Operation & Maintenance activities of Teesta Power Plant, before assuming charge as Managing Director, TUL.

Ms. Stuti Narain Kacker, Independent Director

Ms. Stuti Narain Kacker is a former Indian Administrative Service (IAS) officer of 1978 batch (Uttar Pradesh cadre). She has experience of more than 40 years and worked extensively in the areas of social justice and empowerment, information and broadcasting, and industrial development including several years in the MSME sector, both in the State and Central Government. She was retired as the Chairperson of the National Commission for the Protection of Child Rights.

Mr. Lov Verma, Independent Director

Mr. Lov Verma is former officer of the Indian Administrative Service of the 1978 batch, Uttar Pradesh Cadre with extensive administrative experience of more than 37 years spanning a wide range of assignments, including 3 years as Secretary to Government of India. He has served at senior positions in the Government of Uttar Pradesh in the State Departments of Health, Finance, Industry, Public Works and others and have done field assignments as District Magistrate and Divisional Commissioner in UP. He has also served as Principal Secretary to the Governor of Uttar Pradesh.

Mr. Karun Kumar Pradhan, Nominee Director of Government of Sikkim

Mr. Karun Kumar Pradhan is the Principal Chief Engineer-cum-Secretary of the Power Department, Government of Sikkim. He has more than 35 years of experience working with the State Power Department. He was also associated with NHPC in the very first Hydro Electric Project in Sikkim - the 60 MW Rangit Hydro Electric Project, Legship for 2 years during its constructional stages in 1992-93. He is an alumnus of Thapar Institute of Engineering and Technology, Patiala.

Mr. Arun Kumar Yadav, Nominee Director of Government of Sikkim

Mr. Arun Kumar Yadav is an Indian Administrative Service (IAS) officer of 1987 batch of Sikkim cadre. He is a B. Tech (Electrical) from Indian Institute of Technology (IIT), New Delhi, and also holds a Post-Graduation Diploma in Public Administration from Indian Institute of Public Administration, New Delhi. Besides holding various positions at State & Central level in his tenure, Mr. Yadav has also served as Joint Secretary, Ministry of Statistics & Programme Implementation on Central Deputation. He is currently holding the position of Additional Chief Secretary, Agriculture Department, Government of Sikkim.

Mr. Karma R. Bonpo, Nominee Director of Government of Sikkim

Mr. Karma R. Bonpo is an Indian Administrative Service (IAS) officer of 2010 batch of Sikkim cadre. He is a Graduate from Delhi University and also holds a Post-Graduation from Indian Institute of Management. He is currently holding the position of District Collector, West Sikkim.

Mr. Rajib Kumar Mishra, Nominee Director of PTC India Limited

Mr. Rajib Kumar Mishra has professional experience of 30 years with Powergrid, NTPC and PTC India. He has joined PTC Board on 24th February 2015 as Director (Marketing and Business Development). Prior to this, he has worked as Executive Director PTC since October 2011 and was responsible for Operations, Business Development, Retail & Advisory Services. He is Ph.D. (Business Admin.) from Aligarh Muslim University. He did Graduation in Electrical Engineering from NIT, Durgapur and Post Graduation from NTNU, Norway under NORAD Fellowship. He has authored four published Books by Rupa & Co. and twenty-four technical and Management papers.


Mr. D. Nagendra Prasad, Nominee Director of Asian Genco TUL Pte. Ltd.

Mr. D. Nagendra Prasad holds Master’s degree in Management from University of Wales, United Kingdom, an MBA from MDI, Gurgaon and Leadership Development Programme from ISB, Hyderabad. Mr. Prasad working as Director (Projects) from Greenko has over 13 years of experience in operations and Business Development especially in Energy sector.

Mr. Venugopala Rao Naredla, Nominee Director of Asian Genco TUL Pte. Ltd.

Mr. Venugopala Rao Naredla is a power-sector professional with around 40 years of experience in public and private sectors, across both conventional and renewable energy segments. He holds an MBA degree from Andhra university, Vishakhapatnam and attended Advanced programs including at AIM, Philippines, US-AID/ASCI, Hyderabad. He has worked as Group CFO, CEO & Whole-Time Director of Reliance Power, CEO of Sasan Power, Executive Director in Lanco, and has held various positions in NTPC. He has a diverse blend of experience across organizational management & control, project planning, development, execution and operations and has received various accolades including a “Lifetime Achievement Award-2017” for his contribution to CSR activities from Greentech Foundation and “The Economic Times Power Focus award “in 2017 for remarkable performance in Power sector. He is presently associated with the Greenko group as a Senior Advisor.

Mr. T. S. C. Bosh is currently working as ED (Tech.) of REC Limited. He has over 30 years of experience in power sector. He had worked in varying capacities at senior level in REC Limited. He had also worked as CEO of RECPDCL (REC Power Distribution Company Limited).

Mr. Vijay Kumar Singh, Nominee Director of M/s. REC Ltd.

Mr. V K Singh is currently working as ED (Tech.) of REC Limited. He is currently looking after financing of large Thermal, Hydro, Gas based Generation Projects and Renewable Energy projects in private sector. He holds Bachelor’s Degree from IIT-Rorkee, Uttrakhand, India. He has over 31 years of experience in power sector. He has led a team in procurement activities for World Bank funded transmission projects in PGCIL’s Corporate Contracts Services Division.
