Mr. Govind Mohan, Chairman and Nominee Director of Govt. of Sikkim


Mr. Govind Mohan is a member of India's higher Executive Service, namely, the Indian Administrative Service, with more than 25 years of experience at the middle and senior levels of policy making in State Governments and Union Government of India. He has worked in the State Government of Sikkim, his cadre of allotment, in various field and Secretarial capacities. Sri Mohan has also worked in the Ministry of Finance in Government of India on issues like India's infrastructure development, Public Private Partnerships and Foreign Direct Investment and relationship with Multilateral Banks like Asian Development Bank and World Bank. Sri Mohan was the Minister (Economic) at the Embassy of India, Washington DC, between 2012 and 2015 and worked on enhancing India-US economic and commercial ties. He is currently posted as Principal Resident Commissioner of Government of Sikkim in New Delhi and also as nominee Director of Government of Sikkim and Chairman of the Board of Teesta Urja Limited, a State Government Undertaking.

Govind Mohan holds an undergraduate degree in Electrical Engineering from Indian Institute of Technology (IIT), Benaras Hindu University, Varanasi, and a diploma in Management from Indian Institute of Management (IIM), Ahmedabad.

Mr. Arvind Kumar, Executive Co-Chairman and Nominee Director of Govt. of Sikkim


Mr. Arvind Kumar is an IFS officer allocated to 1985 batch of Sikkim cadre w.e.f. 27th May, 1985, as a permanent civil servant. Since then he has served the Central Government and Sikkim State Government in various capacities and positions like Principal Resident Commissioner of Sikkim House, Principal Secretary-cum-PCCF, Forest Environment and Wildlife Management Department. He is currently posted as Principal Secretary, Commerce and Industries Department, Government of Sikkim. He is Nominee Director of Government of Sikkim and Executive Co-Chairman of the Board of Teesta Urja Limited, a State Government Undertaking.

Ms. Arti Kant, Independent Director


Ms. Arti Kant is a former Indian Administrative Service (IAS) officer and in a span of 36 years of service, she has served the government of India in various capacities. She has wide and varied experience and successfully faced many challenging assignments during her tenure with the Government of India. She has worked with Ministry of Defense, Ministry of Commerce & Supplies. She has also worked in Ministry of Petroleum, and Ministry of Shipping as Chief Vigilance Officer. Ms. Kant is a post graduate in English literature from Allahabad University.

Mr. Shiv Kumar Aggarwal, Managing Director


Mr. S. K. Aggarwal has experience in the Hydro Power sector of more than 30 years. After graduating from Punjab Engineering College, Chandigarh, he worked in NHPC in various capacities for approximately 29 years. In NHPC, he had worked on 198 MW Baira-Siul HEP, 345 MW Salal Stage II HEP, 540 MW Chamera Stage-I HEP and 280 MW Dhauliganga HEP from start of construction till commissioning. He was Head of Project for Dhauliganga HEP. In his last two years in NHPC he was heading the Project Management Wing.

Mr. M S P Rao, Executive Director


Over 38 years of experience in business management, major project delivery and operations spanning the Petrochemical, chemical, fertilizers and power sectors including both thermal and Hydro Electric projects. Career includes responsibilities as Executive Director, General Manager, Project Director, Process Manager and Production Manager. Experience includes overall responsibility for selection and transfer of technologies, project engineering & management; procurement of equipment, instruments & piping.

Mr. Amitava Sengupta, Nominee Director of M/s. Asian Genco Pte. Ltd.


Mr. Amitava Sengupta is associated with Asian Genco Pte. Ltd. Singapore as the Group CFO for their Indian subsidiary Indus Clean Energy (India) Pvt. Ltd. During his 34+ years of experience he was associated with leading companies like Petronet LNG Limited, ExxonMobil Corporation and INDAL to name a few in lead roles handling Finance, Commercial and IT functions.

He is a versatile Professional with broad ranging experience in financial planning & leadership along with commercial contract, structuring transactions & financial turnaround in both Indian and International markets and organizations. He has led high growth and high scale businesses in Aluminum, Oil & Gas and has a strong understanding of business drivers and practices in India.

A Chartered Accountant by profession, he excels in business development and financial operations. He has profitably managed and grown businesses and has turned around under-performing assets, formed and successfully established Start-Ups.

Mr. Arun Kumar, Nominee Director of PTC India Ltd.


Sh. Arun Kumar is a Science Graduate and Fellow member of Institute of Cost Accountants of India. He is a nominee of PTC on the Board of Directors of TUL. Sh. Arun Kumar had been ED & CFO of PTC since 16th October 2012 and has been elevated to the post of Director (Finance) & CFO w.e.f. 16th June 2015.

Mr. Dhanpal Jhaveri, Nominee Director of M/s. Asian Genco Pte. Ltd.


Mr. Dhanpal Jhaveri holds a bachelor of commerce degree from the university of Mumbai and an MBA from Babson college, graduate school of business in the united states. Mr. Jhaveri has over 15 years of experience in corporate finance and strategy and is involved in transactions especially in the areas of natural resources and energy. He has worked with Vedanta resources (India's largest metals and mining business) as their Director of Corporate Strategy. He has also been the head of Investment Banking of ICICI Securities and Executive Director at KPMG (partner).

Mr N T Bhutia, Nominee Director of Govt. of Sikkim


Mr. N T Bhutia has a professional work experience of 35 years, He is B.E. (Electrical), NIT. Bhopal. Presently he is holding the post of PCE cum Secretary, Energy & Power Department, Government of Sikkim. Besides this he is also Managing Director of Sikkim Power Investment Corporation Limited (state PSU) and Director in Sikkim Power Development Corporation Limited & State Trading Corporation Limited (State PSU's) and Teestavalley Power Transmission Limited. He has held various positions with Energy & Power Department since 1980. He has an experience with the commissioning of Rongnichu & Kalez Hydro Electric Project & implementation of REC, Remodelling of Gangtok town schemes. He was also associated with O&M of Power Supply of Gangtok Area. Besides this the responsibilities of various other schemes under NLCPR and NEC, flagship schemes of GOI were also vested with him. He was and is still incharge of Extra High Voltage (EHV) schemes and Power Trading activities in the State of Sikkim.

Mr. V K Singh, GM-Engineering in REC Ltd., a Navratna Company under MoP, Government of India. He is currently looking after financing of large Thermal, Hydro, Gas based Generation Projects and Renewable Energy projects in private sector. He holds Bachelor's Degree from IIT-Rorkee, Uttrakhand, India. He has over 26 years of experience in power sector. He has led a team in procurement activities for World Bank funded transmission projects in PGCIL's Corporate Contracts Services Division.
